House Speaker Mike Johnson is voicing sharp criticism after discovering what he called a “hidden measure” embedded in the emergency bill passed to reopen the federal government. The legislation, which cleared both chambers late last night to end a disruptive partial shutdown, is now at the center of fresh political turmoil.

### **A Last-Minute Clause Sparks Outrage**

According to Johnson, the controversial provision was inserted during final negotiations without being explicitly flagged for House leadership. The clause reportedly allocates new discretionary authority—and funding—for an unrelated federal initiative that was not previously part of the discussions to resolve the shutdown.

While details of the specific measure are still emerging, Johnson argues that its inclusion undermined transparency in the legislative process.

Senior GOP lawmakers echoed Johnson’s frustration, accusing Democratic negotiators of deliberately obscuring the clause to force it through under the pressure of a looming shutdown.
